Rebels extend reach in Central African Republic ahead of peace talks

BANGUI (Reuters) - Rebels in Central African Republic took control of a strategic town north of the capital on Saturday after soldiers defending it withdrew, ramping up tensions ahead of planned peace talks.

The three-week-old uprising by SELEKA rebels poses the biggest threat yet to President Francois Bozize's near ten-year rule over the former French colony - a nation plagued by poverty and turmoil despite its rich natural resources.

Regional neighbors agreed on Friday to send more troops to shore up CAR's army after a string of defeats and after French President Francois Hollande rejected a plea for military help made by embattled President Francois Bozize.

Insurgents riding motorbikes and packed into pickup trucks streamed into Sibut, a regional capital on a major crossroads about 190 kilometers (115 miles) north of the capital Bangui, unopposed early on Saturday, said witnesses.

"(They) took positions at strategic points in the town, firing their guns," said Yvon Bema, a 27-year-old Sibut resident who fled to Bangui. "The national army and the Chadians had left on Friday in the direction of Bangui," he added.

The land around Sibut had been seen as a buffer between the rebels and Bangui. Government troops there were backed by soldiers from neighboring Chad.

CAR's minister of territorial administration, Josue Binoua, confirmed on local radio that Sibut was occupied by rebels after troops withdrew to Damara, about 75 km north of Bangui, where clashes had been reported on Friday.

The Economic Community of Central African States (ECCAS) - which already has more than 500 peacekeepers in CAR - announced overnight a decision to send in more troops ahead of talks planned between the rebels and the government in early January.

"We are thinking of a way to deploy this mission as quickly as possible," Gabon Foreign Minister Emmanuel Issoze Ngondet told reporters after a meeting with his regional counterparts in Gabon's capital Libreville. He did not say how many soldiers would be deployed.

The ECCAS soldiers, mostly from Chad, are part of the MICOPAX (Mission for the Consolidation of Peace in Central African Republic) peacekeeping force.

The SELEKA rebels have threatened to overthrow Bozize if he does not honour a previous peace deal offering former fighters pay and jobs. They have said they will stay out of Bangui for now to give peace talks a chance.

Officials in Bangui said on Friday rebels had agreed to send delegates to Libreville in early January, though a rebel spokesman was not immediately available to comment.

Bozize came to power in a rebellion in 2003 and has since won two elections. France launched air strikes against rebels challenging him in 2006, but Paris has said it will not intervene militarily in the current conflict.

The United States said on Thursday it had closed its embassy in Bangui and evacuated its staff.

Central African Republic is one of a number of countries in the region where U.S. Special Forces are helping local forces try to track down the Lord's Resistance Army, a rebel group which has killed thousands of civilians across four African nations.

About 1,200 French nationals live in CAR, mostly working for mining firms and aid groups in the capital. French defense ministry sources said Paris had sent in 150 troops to Bangui late on Friday to bolster an existing 250-strong deployment safeguarding French citizens.

French nuclear energy group Areva mines the Bakouma uranium deposit in CAR's south - France's biggest commercial interest in its former colony.

Imre Molnar, College for Creative Studies provost, helped produce scores of future car designers. A 2011 student project examining a future Chevrolet urban mobility vehicle called the Stretch is shown.

Imre Molnar, the longtime academic chief at the prestigious College for Creative Studies in Detroit, died Dec. 28 of a heart attack while bicycle riding in California, the school announced.

Molnar was at CCS for 11 years, holding the positions of dean and then provost. CCS is one of the top design schools in the country and counts some of the most important car designers as alumni, including Chrysler's Ralph Gilles and Ford GT designer Camilo Pardo. Along with the Art Center in Pasadena, Calif., CCS annually turns out a crop of young designers who are among the most sought-after in the auto industry.

Molnar was born in Hungary and grew up in Australia. He also served as design director for clothing maker Patagonia and worked as operations director for design consulting firm Hauser Inc. He also was a consultant for Ford, BMW, Hyundai, Kia and Volkswagen.

He came to CCS in 2001 and was instrumental in the expansion of the transportation design program. On his watch, the school moved to the historic former General Motors design studios in Detroit, allowing aspiring designers to learn in the same spaces Harley Earl and Bill Mitchell once created some of the landmark automotive stylings of the Twentieth Century.

Autoweek holds its annual Design Forum at CCS in the A. Alfred Taubman Center for design education.

Molnar also helped create the school's master's of fine arts program. Previously, he was a faculty member at the Art Center, where he earned a master's degree.

Well-respected in the automotive sector for his expertise, Molnar was a frequent source for Autoweek. He compiled a list of his favorite designs for an issue earlier this year, selecting the eye-catching Cadillac Sixteen from 2003 and the Corvette Stingray concepts (2010) among his favorites.

Despite his considerable standing in the design community and demand as a speaker at conferences around the world, he remained focused on developing the next generation of cutting-edge designers.

"In order to design, you've got to have a real passion and love for it," he told Autoweek this spring.

Molnar is survived by his wife, Felicia, and children Isabelle and Max.

The tumultuous Valley real estate market hit a turning point on the road to recovery this year when home prices started a consistent climb.

The market also saw mortgage interest rates remain at historic lows, increased buyer demand as a result of fewer homes for sale and a slowdown in foreclosure activity too.

So, what does that mean for real estate in 2013?

Local Realtors are optimistic that these factors will bring good tidings for next year, but a housing expert says to be careful ? more foreclosures could be in store.

John Shamshoian, the newly elected president of the Fresno Association of Realtors remains positive that home sales will pick up in the new year.

?Traditional sales rose significantly in 2012 and that trend should continue,? Shamshoian said. And ?more home sellers have regained enough equity to sell their current home and take advantage of this market to purchase a more expensive home.?

Other buyers, like those who have reestablished their credit after a foreclosure, are also now qualifying for new loans, Shamshoian said.

But how about that shadow inventory of foreclosures rumored for years now to explode into the market?

Shamshoian doesn?t expect foreclosures to increase much based on this year?s activity which showed half the number of foreclosures compared to 2011.

But Fresno State?s housing expert Andrew Hansz, the director of the Gazarian Real Estate Center said ?expect inventories to rise as we work through more of the distressed properties.?

The market isn?t on track for a full recovery yet and could get more complicated as the federal government works on its fiscal cliff issues, Hansz said.

?The key to a sustainable real estate market recovery is job growth,? Hansz said. ?The uncertainty caused by the fiscal cliff issues we currently face is not conducive to business expansion and job growth? 2013 could be an unlucky year as the fiscal cliff is a direct and immediate threat to our economy and a real estate market recovery.?

Town, Firm Prepare for Final Track and Field Application - Canton ...

As an engineering firm for the high school track, field and parking lot project is preparing a final design, its representatives recently conducted surveys, flagged wetlands and appeared informally before boards and commissions.

As part of that process, Milone & MacBroom associate Thomas J. Daly spoke to the Zoning and Conservation commissions last week.

Daly said the firm wanted to get as much input as possible before coming back with a formal plan, likely in January, for the 3.6-million plan voters approved 3,034 to 2,112 on election day.

Milone & MacBroom has completed its surveying and other fieldwork and in combination with the feedback and town guidance, will work on a final design.

Daly, however, gave each commission an overview using the current drawings, which he felt should be pretty good representation of the overall plan.

?We feel the plans as presented give a good approach,? he said.

Those plans include a full-sized field large enough for soccer and other sports such as lacrosse and football and the 6-lane ?fat? track that accommodates an 8-lane sprint section and other features.

Also on the plans are parking lot improvements that include a boulevard entrance with one lane in and two out, improved north-south orientation that would separate bus cuing and lot access and a gain of 26 parking spaces.

Preliminary plans also include a secondary access but Daly?said whether it is emergency, limited, pestrian only or vehicular in nature were still being worked out.?

Education and town officials have expressed an interest in starting construction next summer with the hope of completing the project in the fall of 2013 but acknowledge the timing is tight.

Last week, commission members and one resident did raise some potential issues surrounding the project.

One is something that will likely not directly be part of the plan ? field lighting. The referendum funding did not include funding for for it, bleachers and a scoreboard after the finance board trimmed $500,000 from the proposal. Education officials and others have also stated that the town would not apply for the lights in January but rather raise the funds at a future date and go back for permission. (Such lighting is currently not allowed but changes in the zoning regulations and/or a zoning variance could potentially be granted).?

While some observers have said the commissions have no business discussing aspects not in the application, others contend that if the town moves forward to with a plan to include conduits to accommodate future lighting, it has opened the door for discussion.

Weintraub contended people should be able to see where the project is headed. He said he?d like to see a master plan that showed where items such as lights and a press box would go.

Commission members also said people will have a chance to comment on the plan.?

Although Town Planner Neil Pade said its not required, he said the Zoning Commission?can hold a public hearing on the proposal. Commissioner indicated that they would almost certainly hold one.?

?It?s almost a commercial impact in the neighborhood,? member Phil Pane said.

At the conservation commission presentation, member Sarah Faulkner said as currently designed the boulevard entry shows too much encroachment on a nearby wetland and will further degrade it. She contended that wood frogs still breed in the pool, although member Jay Kaplan disagreed.?

?I feel a little bamboozled,? Faulkner said. ?We were told there was no wetland impact on the project. That?s clearly not true.?

Daly said the plan does not directly impact the wetland itself but agreed it goes into the ?upland review? area and will need Inland Wetlands Watercourse Agency approval. He said that board will take a serious look at the application. Daly said that while he felt the entrance/exit could likely be narrowed somewhat he would not be in favor of removing the boulevard aspect because it is safer. He also said the firm will have a complete report on the potential impact.

All agreed the wetland is not ?high quality? due to fragmentation and direct discharge into it.?

Another concern raised last week came from abutting property owner Steve Bemis, who expressed disappointment when he was told he couldn?t comment at the zoning meeting but had the chance to do it with the conservation commission.

Bemis said his children were excited about the project and will use the track but added that as configured it?s just too close to his property. As staked, it?s about 30 feet away, he said.

?I?m just trying to lessen the impact on our lives,? he said.

Daly said he could not honestly tell Bemis whether the placement could be adjusted until the formal mapping and surveying is complete.

He did, however, reiterate that the firm would do its best to incorporate the suggestions as much as possible.

?I assure you that both your comments and Steve?s comments are not being taken lightly,? he told the conservation commission. ?

In addition to mapping and survey information, he said he would talk to town officials about how to tweak the plan for the application.?

Iran ex-president's family sues radical critic

TEHRAN, Iran (AP) ? Four children of an influential ex-Iranian president are suing a radical lawmaker for describing his family as a corrupt "octopus," heating up a struggle between hard-liners and moderates simmering since a contested 2009 election.

The latest salvo has rekindled the bitterness between backers of the current president, Mahmoud Ahmadinejad, and moderates headed by the former leader, Akbar Hashemi Rafsanjani, just six months ahead of the next presidential election.

A lawyer filed the complaint for the family in the Special Clergy Court against the lawmaker, Hamid Rasai, an ally of Ahmadinejad. Rasai is also a cleric.

"Four children of Ayatollah Rafsanjani have registered their lawsuit against Rasai with the Special Clergy Court. I think Rasai will be summoned to the court within the next 10 days," said lawyer Mahmoud Alizadeh Tabatabaei, according to the semiofficial ISNA news agency.

In a speech broadcast on state radio, Rasai called one of the ex-president's sons, Mahdi Rafsanjani, a "corrupt monster who has always enjoyed ironclad immunity."

Rasai urged the judiciary to deal with him harshly, calling Rafsanjani and his relatives an "octopus family" that pressured judiciary and security bodies to free Mahdi.

Mahdi Rafsanjani was released from Evin prison on bail earlier this month.

Authorities arrested him in late September, a day after he returned to Iran from Britain, on charges of fomenting unrest in the aftermath of Iran's disputed 2009 presidential election. He has not been put on trial.

Rafsanjani's youngest daughter, Faezeh, is serving a six-month sentence on charges of distributing propaganda against Iran's ruling system.

Since Ahmadinejad's re-election in 2009, Rafsanjani's family has come under pressure from hard-liners. Rafsanjani supported Ahmadinejad's reformist challenger, Mir Hossein Mousavi.

Many analysts believe Ahmadinejad won the 2009 vote partly because he portrayed himself as a champion of the poor and called Rafsanjani a symbol of aristocracy. He also called Mousavi a protege of Rafsanjani.

In recent months, there are indications that the 78-year-old Rafsanjani, who favors a more moderate approach to the West, might try to make a political comeback.

Iran's judiciary rejected Rasai's statements, calling a large part of his remarks "sheer lies." In a statement, it said Rasai's remarks were "criminal" and must be dealt with by the court.

Several lawmakers responded Wednesday, claiming Rasai had parliamentary immunity. In the past, the judiciary has imprisoned lawmakers for making accusations against individuals who had not been convicted in court, saying parliamentary immunity doesn't allow a lawmaker to terrorize an innocent citizen.

Rafsanjani's family provided a written response to Rasai, which was posted on Rafsanjani's website Wednesday.

"It is expected that the respected Special Clergy Court, should it finds these remarks a kind of encroachment on the position of others, will take legal action ... because no one has the right to attribute crimes to a defendant who has not been sentenced in a competent court," the family said in its letter.

Mood muted during last holiday shopping weekend

ATLANTA (AP) ? Last-minute shoppers crowded into malls and stores during the last weekend before Christmas, but many didn't seem to be in the spirit of spending.

This holiday season, Americans have a lot on their minds: the Superstorm Sandy cleanup in November in the Northeast, the recent Newtown, Conn., school shooting and the fast approaching "fiscal cliff" deadline. They have resulted in a muted approach to holiday shopping ? bad news for retailers, which can make up to 40 percent of annual sales during November and December and are counting on the last weekend before Christmas for last-minute sales.

To entice shoppers, retailers large and small have expanded hours and stepped up promotions. Some are staying open around the clock, and others are adding additional price cuts to already discounted merchandise.
