Small Business Expo coming soon! - Business - Jamaica Gleaner ...

The Jamaica Business Development Corporation (JBDC) is set to stage its sixth annual Small Business Expo on Tuesday, May 21, at The Jamaica Pegasus hotel in Kingston. The event, which began in 2008, is keen on fulfilling specific objectives which will assist in the sustainable creation and development of micro, small and medium-size enterprises (MSMEs) in Jamaica.

Some of the main objectives are to provide training and development opportunities for entrepreneurs and MSMEs, to provide information on trending topics in the business sector, as well as to assist small business owners with the necessary skills and processes that will help them regularise their existing business functions. It is being hosted under the theme 'Taking Business to next Level: From Self-Employment to Entrepreneurship'.

The minister of state in the Ministry of Industry, Investment and Commerce Sharon Ffolkes Abrahams noted that the country was at a critical juncture and much effort is being made to put the economy on a firm and sustainable growth path.

"We are responsible for our growth, and it is our MSMEs that must lead in bringing the level of growth and innovation that we need. It is our MSME entrepreneurs that must help to stimulate economic growth by inventing new products, implementing new solutions for existing ideas, and by helping to provide new employment opportunities," she said.

In the meantime, JBDC Chief Executive Officer Valerie Veira highlighted the importance of enhancing the MSME business environment in order to facilitate the development and growth of the sector through business and technical-support services provided through the JBDC and other support agencies who will participate in the exposition.

Veira said, "... the Small Business Expo is a great platform for micro and small business owners to garner relevant information on the sector and make linkages with both small and large companies. Corporate Jamaica recognises the importance of this sector because it gives them an opportunity to provide bona fide benefits to small-business development in our country.

The JBDC Small Business Expo will bring more than 30 exhibitors on the conference floor from a variety of industries including manufacturing, craft, banking, accounting, transport, business, technology and more. Attendees will have the opportunity to meet with these organisations and access business-support services for authentic Jamaican products.

Other main highlights at the exposition and conference are interactive panel discussions with local and international business leaders and entrepreneurs, mini workshops for specific support areas, financial consultations, business clinics, as well as peer-to-peer mentoring and business-development support with industry experts.

Given the expense of shipping people and supplies into orbit, and the fact that the people you are going to be shipping are generally known in advance, wouldn't it be substantially simpler just to ask them for their preferred beverage mixture and seal that in a single pouch?

This isn't some sort of commercial aviation scenario, where the catering supplier has to do an approximate match against the uncertain tastes of 250 random passengers, which makes modular food much more sensible; or an MRE-type scenario where they have to stamp out a zillion of them and ship them wherever, so it just isn't practical to ensure that Pvt. SomeGuy gets exactly the combination he wants assembled at the factory and supply-chained out to him at firebase nowhere 18 months from now...

Higher expectations for digital media at NewFronts

NEW YORK (AP) ? Last year, the inaugural Digital NewFronts didn't skimp on the hype.

Google, Hulu, Yahoo and others made brash, glitzy presentations to advertisers trumpeting their ascendancy in a rapidly changing media landscape. Even Jay-Z dropped by.

There will be plenty of the same this week in New York at the second Digital NewFronts, the digital world's take on the annual TV "upfront" tradition. But ahead of this year's five-day-long overture to Madison Avenue, the talk is of both the great progress of digital entertainment and unrealized promises.

"It was absolutely a learning experience," Doug McVehil, senior vice president of content and programming for the music video destination Vevo, says about last year's NewFronts."I know there's some things we can do better this year both at the presentation itself and in terms of follow-up. But we're all fairly new at this. This is a young thing for the digital media industry."

In 12 months' time, the industry has come a long way. Netflix's first major original series, "House of Cards," proved that streaming video can compete with the most prestigious cable programs. Google's YouTube rolled out its 100-plus funded channels in a bid to bring higher quality videos (and thus advertisers) to its platform. One of the biggest TV stars, Jerry Seinfeld, launched a handsome Web series, "Comedians in Cars Getting Coffee."

But some of the digital series touted last year have disappointed. Although Yahoo's "Bachelor"-spoof "Burning Love" has proved a modest hit, its Tom Hanks animated sci-fi series, "Electric City," didn't live up to its creator's reputation. While the top YouTube channels have grown considerably, several of its star-driven efforts have fizzled.

"Last year, there were some big promises about not only the quality but the volume of shows that people are going to make," says Eric Berger, executive vice president of digital networks for Sony Pictures TV, which owns the video site Crackle. "If you look back over the course of the year, as we talked to brands and agencies, there're some questions about quality and about the volume of things that were actually produced."

Crackle didn't participate in the NewFronts last year but will this year. It will be promoting, among other shows, an upcoming second season of Seinfeld's series.

Naturally, growing pains are inevitable, especially when so much is changing so fast. The wide array of NewFront presenters this year exhibits the evolving nature of media companies.

New presenters include The Wall Street Journal and Conde Nast, both venerable publishers known for their print products. But Conde Nast earlier this year launched online series slates for two of its magazines (GQ and Glamour), with plans to do the same for its other properties, including Vanity Fair and The New Yorker. The Journal, more than any other newspaper, has developed live video programing with its "WSJ Live" app.

"The Journal has really transformed itself since News Corp.'s acquisition into a complete content provider and not just business, finance and economics," says Michael Rooney, chief revenue officer for The Journal, explaining its entry to the NewFronts. "The world still needs to learn and understand about that and what we have to offer."

Yahoo will come into its presentation on the heels of acquiring the rights to archival clips to all 38 years of "Saturday Night Live." YouTube recently announced that in May it will begin a series of theme weeks to highlight its premium channels, starting with comedy. On Sunday night, Vevo will kick off the fourth year of its flagship program "Unstaged," a concert live stream. (Vampire Weekend will perform with Steve Buscemi directing the webcast.)

Performances will play a big part of Vevo's presentation, with appearances by Carly Rae Jepsen, Kendrick Lamar and Jessie Ware. But McVehil says at this year's NewFronts, brands want more than a good show.

"As we mature, I think it's going to be about people looking hard at real numbers and performance and judging companies based on that more than how sexy their presentation was," McVehil says.

Some companies are going it alone. NBCUniversal's digital division, having been a part of the NewFronts last year, held a separate event in New York last week, as did the gaming network Machinima. The talent agency CAA will preview its clients' digital projects this week, but not in an official NewFront.

Still, there are close connections for several of the 18 media companies in the NewFronts. Disney Interactive has several YouTube channels and in February partnered with Vevo to produce family friendly music content.

Ad agency Universal McCann predicted deals at the NewFronts could reach $1 billion. That's still a fraction of what broadcast upfront presentations pull in, but few don't expect digital media to continue to increase their share of the advertising pie.

"We're bigger this year, both in terms of the scope of the event and the amount of content," says Mark Walker, senior vice president of Disney Interactive Entertainment. "We had a few programs before and some speculation. Now, we have conclusively demonstrated that there's a robust audience demand for the kind of high quality video content that we're producing."

Genetically Modified Plants To Produce Natural Lighting

Yeah, my first thought was that it's not going to be very bright. I did a back of the envelope calculation.

According to Wikipedia photosynthesis efficiency is about 3 to 6% of incoming sunlight. Lets call it 4.5%. That's the energy a plant uses to grow and just to keep itself alive - lets assume we can burn about half of that energy for light production without starving the plant itself. In fireflies Lucifer is about 90 to 98 efficient in converting energy into light. Lets say out engineered plant manages 90%. Next let's note that this plant is going to waste energy glowing even during midday sun. That basically cuts in half (or less) the amount of useful energy spend on blowing at night in the dark. Next let's note that the light is going to be generated inside the plant, but only a portion of it will make it out and be visible. The rest will hit internal plant tissue and be absorbed (remember, the very purpose of leaf tissue is to be a good absorber of light). The fraction of light that usefully escapes is hard to estimate, but lets call it 50%.

At this point we're down to about 1/200th.

Peak direct visible sunlight is about 440 watts per square meter. Average from sunrise to sunset will be less than half that. And with the 1/200th factor above we're looking at less than 1 watt of light output per square meter. (Note that we don't need to mess with the leaf surface area, we only need to consider the 2-D cross-section of the plant intercepting the available sunlight.)

The good news is that at this point in our calculation our wattage gets translated into light as if it's 100% efficiency. This means that a modest size BUSH that's 1 meter (or 1 yard) in diameter could, optimistically, glow at night with the equivalent light output of a 20-watt to 40-watt incandescent bulb.

That's probably close to the high end of what's possible, and I doubt their first attempt will be that good, but it is more than I expected. If you have good night vision, and if you sat right up against a bush, it may be just enough to (uncomfortably) read by. If all you have is typical size potted plant you'll only get a tiny fraction of that much light though.... maybe 5% of that.

Mini-stroke could limit Algeria president ambition

ALGIERS, Algeria (AP) ? The mini-stroke suffered by Algeria's president has cast fresh doubt on his perceived ambition to run for a fourth term next year as leader of one of Africa's largest and richest countries.

The possibility that President Abdelaziz Bouteflika, 76, could step down could affect the stability of this key U.S. ally in the fight against terror but might also open up its long-stagnant politics.

Bouteflika on Saturday had a brief blockage of a cerebral blood vessel known as a transient ischemic attack, which authorities said he quickly recovered from and had no lasting complications. He was sent to a military hospital in Paris for tests, however, and remained there Sunday night.

Algeria's state news agency has been uncommonly open about the president's latest health problem but insisted he will be back to work soon.

"He has not had any lasting damage and no motor or sensory function has been impaired," Rachid Bougherbal, the director of the institute of sports medicine, told the state news agency.

Such mini-strokes ? known as TIAs ? have symptoms of confusion and disorientation. They are quite brief but can re-occur. In a third of the cases, a full stroke can happen within a year, according to the American Stroke Association.

The mini-stroke has come during a delicate time in Bouteflika's 14-year-reign, as rumors over his poor health have proliferated and he has rarely appeared in public.

Charges of corruption have also dogged his administration. Terrorist groups, including one that carried out a massive attack on an Algerian gas field in January, are also known to be in remote desert areas along Algeria's borders.

There has also been a great deal of social unrest in this North African nation of 37 million, especially over Algeria's high unemployment rate.

Despite announcing that he would step down at the next presidential election, it is widely believed that Bouteflika wants to run for a fourth term in April 2014.

So convinced are residents of this unspoken desire of the president that there has been no talk of other candidates, only when he will make his announcement.

"This totally ends the chances of his fourth term," said Chafik Mesbah, a political analyst and former member of the military intelligence.

"This is ultimately a good thing," he added, explaining that the army and the intelligence services were increasingly upset over the rising tide of corruption.

Bouteflika's last term has seen a proliferation of corruption charges that have embroiled many of his former ministers and associates, mostly revolving around bribes paid by foreign companies to win lucrative oil or infrastructure contracts.

The charges had even reached up to the president's brother, Said Bouteflika, who had been amassing power as the leader's main adviser until he was forced to resign.

Even before the latest scare, the president's diminished health had been slowing down the pace of government, said analyst Mohammed Saidj.

"The council of ministers, which is an important institution for transmitting laws, hasn't met since December," he said. "All these absences can only be explained by one thing: his health doesn't allow him to assume the full duties of the president."

Bouteflika was elected in 1999 to a country with a devastated economy that had been savaged by years of civil war with Islamists. He is widely credited with ending the war and putting the country back on its feet, aided by soaring energy prices.

Algeria weathered the 2011 Arab Spring protests partly because of a lack of organized opposition but also because of massive sums spent on increasing subsidies and raising salaries to keep residents happy.

But as his health has declined, Bouteflika has become a shadow of his former energetic self when he was the world's youngest foreign minister in 1963 after Algeria won independence from France and became one of the faces of the non-aligned movement.

He doesn't seem to be ready, however, to let the next generation take over.

University of Algiers political professor Rachid Tlemcani said, like most authoritarian rulers, "he wishes to die in power."

But Tlemcani says Bouteflika stepping down would be a good thing for Algeria.

"I think the political game would be open, which would be really good," he said. "It can only be positive for Algeria ? the game has been very closed so far."

Life on the streets of Algiers, the capital, went on as usual the day after the president's health scare. Most people seemed more focused on the country's upcoming soccer club final.

Walking through Algiers' El Biar neighborhood, Achou Slimani shrugged.

"It's normal that he fell sick, it's not the first time," he said. "He was already sick, he recovered, he came back."

Owner of collapsed Bangladesh building arrested

SAVAR, Bangladesh (AP) ? The fugitive owner of an illegally-constructed building that collapsed in Bangladesh in a deadly heap last week was captured Sunday at a border crossing with India by members of a commando force.

Mohammed Sohel Rana was arrested near the land border in Benapole in western Bangladesh, just as he was about to flee into India's West Bengal state, said Jahangir Kabir Nanak, junior minister for local government. Rana was brought back by helicopter to the capital Dhaka where he faced charges of negligence.

Rana's capture by the Rapid Action Battalion was announced on a loudspeaker at the site of the collapsed building in the Dhaka suburb of Savar, where people greeted it with cheers and claps.

At least 377 people are confirmed to have died in the collapse of the 8-story building on Wednesday. Three of its floors were built illegally. The death toll is expected to rise but it is already the deadliest tragedy to hit Bangladesh's garment industry, which is worth $20 billion annually and is a mainstay of the economy. The collapse and previous disasters in garment factories have focused attention on the poor working conditions of workers who toil for as little as $38 a month to produce clothing for top international brands.

Rana was presented before the media briefly at the commando force's headquarters in Dhaka. Wearing a printed shirt, an exhausted and disheveled Rana was sweating as two security officers held him by his arms. A security official helped him to drink water after he gestured he was thirsty. He did not speak to the media during the 10-minute appearance after which he was taken away. He is likely to be handed over to local police who will have to charge him and produce him in court within 24 hours.

A small-time politician from the ruling party, Rana had been on the run since Wednesday. He last appeared in public in front of his Rana Plaza on Tuesday after huge cracks appeared in the building. However, he assured tenants, including five garment factories, that the building was safe.

A bank and some shops on the first floor shut their premises on Wednesday after police ordered an evacuation, but managers of the garment factories on the upper floor told workers to continue their shifts.

Hours later, Rana Plaza was reduced to rubble, crushing most victims under massive blocks of concrete and mortar. A garment manufacturers' group said the factories in the building employed 3,122 workers, but it was not clear how many were inside it when it collapsed. About 2,500 survivors have been accounted for.

On Sunday, rescuers located nine people alive inside the rubble on Sunday, as authorities announced they will now use heavy equipment to drill a central hole from the top to look for survivors and dead bodies.

Army Maj. Gen. Chowdhury Hasan Suhrawardy, the coordinator of the rescue operations, said they will try to save the nine people first by manually shifting concrete blocks with the help of light equipment such as pickaxes and shovels.

"But if we fail we will start our next phase within hours," which would involve manual efforts as well as heavy equipment, including hydraulic cranes and cutters to bore a hole from the top of the collapsed building, he told reporters.

The purpose is to "continue the operation to recover both survivors and dead bodies. In this stage, we have no other choice but to use some heavy equipment. We will start it within a few hours. Manual operation and use of small equipment is not enough," he said.

The work will be carried out carefully so as not to mutilate bodies, he said. All the equipment is in place, "from a small blade to everything. We have engaged many private sector companies which supplied us equipment, even some heavy ones."

In rare good news, a female worker was pulled out alive on Sunday. Hasan Akbari, a rescuer, said when he tried to extricate a man next to the woman, "he said his body was being torn apart. So I had to let go. But God willing, we will be able to rescue him with more help very soon."

On Saturday, police arrested three owners of two factories. Also under detention are Rana's wife and two government engineers who were involved in giving approval for the building design. Local television stations reported that the Bangladesh High Court has frozen the bank accounts of the owners of all five garment factories in the collapsed building.

Rana was a local leader of ruling Awami League's youth front. His arrest, and that of the factory owners, was ordered by Prime Minister Sheikh Hasina, who is also the Awami League leader.

The disaster is the worst ever for the country's booming and powerful garment industry, surpassing a fire five months ago that killed 112 people and brought widespread pledges to improve worker-safety standards. But since then very little has changed in Bangladesh, where low wages have made it a magnet for numerous global brands.

Bangladesh's garment industry was the third largest in the world in 2011, after China and Italy, having grown rapidly in the past decade. The country's minimum wage is the equivalent of about $38 a month.

Among the garment makers in the building were Phantom Apparels, Phantom Tac, Ether Tex, New Wave Style and New Wave Bottoms. Altogether, they produced several million shirts, pants and other garments a year.

The New Wave companies, according to their website, make clothing for several major North American and European retailers.

Britain's Primark acknowledged it was using a factory in Rana Plaza, but many other retailers distanced themselves from the disaster, saying they were not involved with the factories at the time of the collapse or had not recently ordered garments from them.

Wal-Mart said none of its clothing had been authorized to be made in the facility, but it is investigating whether there was any unauthorized production.

If he had been the 10th pick in last year?s draft, which is right about where Matt Barkley was projected, he would have been guaranteed about $12.08 million.

As the first pick in the fourth round, he?ll get about $495,000 guaranteed.

So the decision to return to USC for his senior year may have cost Barkley more than $11 million.

Barkley just shrugs it off.

?I've stayed positive this whole time,? he said Saturday. ?I haven't looked back. All it takes is one team. [I'm] blessed that the Eagles believe in me and are willing to give me a chance. I'm looking forward from here on out.

?No matter where you end up, it?s just the beginning of the next chapter of your life. It?s the same with me. I?m just looking ahead.?

The Eagles traded up three picks from 101 overall to 98 ? past Andy Reid and the Chiefs, who had targeted Barkley ? and selected the USC quarterback with the first pick in the fourth round of the draft Saturday.

Barkley joins a crowded quarterback stable that also includes Michael Vick, the starter for most of the past three years, and Nick Foles, the starter the second half of last year, along with Dennis Dixon and G.J. Kinne.

General manager Howie Roseman and Kelly didn?t go into the draft thinking quarterback, but they felt Barkley was too good to pass up.

?We had Matt rated in the top 50 players in the draft,? Kelly said. ?We talked all along about how we were going to take value, and there was no better value than for us to open up today with than taking Matt.

?He?s the all-time leading passer in USC history, one of the all-time great QBs to play in that league, he was a four-year starter in high school, a four-year starter in college. He has all the intangibles you?re looking at.?

But he?s also coming off a disappointing season.

Barkley was brilliant in 2011, with 39 touchdowns and seven interceptions. He completed 69 percent of his passes and threw for 3,528 yards and finished sixth in the Heisman Trophy balloting, third among quarterbacks after Robert Griffin III and Andrew Luck.

He was that good.

But he returned to USC for his senior year, and although he wasn?t terrible, he wasn?t nearly as good as in 2012.

Completion percentage dropped to 63.6 percent. He still had 36 touchdowns, but his interception total more than doubled to 15. He hurt his shoulder in a game against UCLA and missed USC?s Sun Bowl loss to Georgia Tech.

The NFL noticed. He was bypassed in the first round. In the second round. In the third round.

Why?

"I'm not too sure,? Barkley said. ?It wasn't my decision to make that call. I'm just excited to be an Eagle.?

Forget questions about his arm strength, forget questions about his health, forget questions about his decline in production.

The Eagles wanted Barkley.

?I can?t speak what other people saw in him,? Kelly said. ?It wasn?t like I think he had a bad year, he just ended up getting hurt in the UCLA game.

?I think some people evaluate him a little different, but if you go to the film and the body of work, he?s had an outstanding career.?

Barkley set 20 USC passing records and 10 Pac-12 passing marks during his career with the Trojans.

He?s the Pac-12 record holder for total offense (12,214 yards, 23rd-most in NCAA history), passing yards (12,327, 19th-most in NCAA history) and touchdown passes (116, seventh-most in NCAA history).

He?s the only player in Pac-12 history with four seasons of 2,500 yards of total offense.

And he won. Barkley was 34-13 as a starting quarterback in college and threw at least one touchdown in 42 of those 47 games.

?The first time I saw Matt Barkley, he was a true freshman, and he came into Autzen Stadium [in Eugene], which is one of the toughest places to play in the world, and it didn?t phase him a bit,? Kelly said.

?Matt Barkley was never a freshman. There was just a poise about him. There was a calm about him. Those intangible qualities that you really look for.

?He?s a competitor. He?s been in big games all through high school, all through college, he?s handled everything the right way.

?Just talking to him on the phone when we drafted him. A lot of people, you can say what?s their attitude going to be like? He was like, ?It?s a dream come true.? Loved competing against him, and we?re real excited to have him now.?

Kelly said Barkley?s performances in his four games against Oregon were a big part of his evaluation of the 6-foot-3, 230-pounder.

Barkley threw for 1,258 yards ? 315 per game ? with 12 touchdowns and six interceptions in four games against the Ducks, putting up an average of 35 points per game. Last year, he passed for 484 yards and five TDs in that 62-51 game.

?It was a shootout,? Kelly said. ?We were scoring a lot of points, but Matt didn?t play defense.

?It was kind of like an Arena League game. It was Philadelphia Soul vs. the Orlando Predators. It was just a back-and-forth. We got up, and they answered and we answered back and then it got within three and then we went down and scored, and they would go back down the field and score.

?I?ve seen his skill set up close and personal four times, and he?s answered the ball every time. ? He was great when he was a true freshman at our place. He played really good when we were down at the Coliseum two years ago. He played great this year.?

Barkley said he got a few prank calls Friday night from people telling him he?d been drafted.

When the call came soon after noon Saturday, it was the real thing.

?It was good to hear a man?s voice who said, ?Do you want to be an Eagle?? he said.

?It was comforting and it was a sigh of relief and a new beginning. There are a lot of emotions, but excitement is probably at the top of the list.

?I can?t wait to prove myself and show that I do have a strong arm, and I am capable of playing in this league and playing strong. Just give me a shot, and I can?t wait to see where this leads.?

NASCAR defends penalties against Matt Kenseth

RICHMOND, Va. (AP) ? Joe Gibbs understands that NASCAR must enforce the rule book and his team deserved a penalty for an illegal part in Matt Kenseth's engine.

The team owner just disagrees with the severity of the penalties levied against Joe Gibbs Racing this week.

More importantly, he's deeply troubled with the perception JGR cheated.

"You spend your life trying to live a certain way. That's a real personal thing and is something that has a big effect on me," said Gibbs, who added that when someone wrongs him, he always searches for intent.

"The first thing I wanted to know was: 'What was their intent?'" Gibbs said Friday. "Was it an accident, was it a mistake or did they purposefully try to do something? That's important to me. This motor and what happened, there was not an attempt to circumvent the rules or have an unfair competitive advantage."

JGR made a strong statement that the organization is weathering this storm in Friday qualifying at Richmond International Raceway, where Kenseth won the pole. Brian Vickers was second to make it an all-JGR front row for Saturday night's race.

The pole-winning run negates at least one portion of the penalty levied against Kenseth on Wednesday, when NASCAR said the pole he won last week at Kansas would not count toward eligibility for next year's preseason race at Daytona.

It was part of a harsh penalty levied by NASCAR, which maintained it's not its responsibility to determine intent or if the infraction provided an advantage when doling out punishment.

"Everybody's asked the same thing ? why aren't things more black and white?" NASCAR vice president of competition Robin Pemberton said. "It's too light. It's too heavy. It's too wide. It's too high. It's too low. It's black and white, and we can't judge the performance because some guys do a better job of it than others, quite frankly."

The issue is not whether the part was illegal, because JGR admits one of eight connecting rods failed to meet the minimum weight requirement. But the engine came from manufacturer Toyota Racing Development, and JGR is questioning the fairness in NASCAR's harsh ruling against the team.

The reasoning, Pemberton said Friday, is two-fold.

"When you talk about engines, you talk about tires, and you talk about fuel, that's a common thread that's been understood, and it's stood the test of time for the last 65 years: Don't mess with those areas, and the penalties are severe," Pemberton said.

But NASCAR also holds the team ultimately responsible for every piece of the car presented at inspection.

"At this time we will not and cannot penalize vendors," Pemberton said. "We'd be at it all day long, whether it was a shock that went bad, a spring that collapsed that caused the car (to be) low or any of those things.

"But when you go down that road, there are a million pieces on these cars, and so we choose to go down the path that it's the team's responsibility for quality control, to check on the parts and pieces that they bring and compete with at the racetrack."

Per NASCAR policy, Kenseth's race-winning engine from Sunday at Kansas was taken back to the North Carolina Research & Development Center for a thorough inspection. Once opened up to NASCAR inspectors, one connecting rod was found to be approximately three grams ? less than the weight of an envelope ? too light.

Kenseth had everything but his trophy taken away, with NASCAR docking him 50 points, plus the three bonus points he earned for the win. Crew chief Jason Ratcliff was fined $200,000 and he and Gibbs were both suspended for six races.

JGR is appealing, so Ratcliff and Gibbs could work Friday at Richmond International Raceway, where Kenseth has gone on record in calling the penalties "grossly unfair" and "borderline shameful."

It's the first technical penalty JGR has appealed in 22 years, Gibbs said.

"One thing that is very important to me is the intent here was not to get an unfair advantage in any way. That's very important to me," said Gibbs, adding that 10 TRD engines have been inspected this year, eight from JGR, without an issue.

"I think basically that's what our appeal is going to be. We want to go forward and go through that process and what we'll be appealing will be the severe nature of the penalties."

Ratcliff also insisted that the No. 20 Toyota had no advantage from the one light connecting rod.

"I respect NASCAR's view on it as far as the part was illegal so by the letter of the law, the part's illegal and there's consequences for that. I do not feel like the spirit of the law was compromised," he said. "That's where we felt like the severity of the penalty is extremely harsh.

"We won Kansas, you can bet your bottom dollar on that. You make that change in that engine and that race doesn't change a bit."

The engines are made by TRD in Costa Mesa, Calif., and shipped to JGR's shop in North Carolina. JGR can't touch the engines beyond installing them in the cars, and TRD has accepted responsibility for the mistake. TRD officials said the manufacturer shipped the part with paperwork that indicated its correct weight, and TRD employees simply missed the fact it was not legal.

Ratcliff argued TRD should have felt the burden of the penalty, not JGR. Although NASCAR did dock Toyota five manufacturer points, the bulk of the penalty went against Gibbs and Ratcliff, who wasn't sure if he would have to pay the $200,000 himself. "I hope not. If I do I'm going to be broke ? we need to start a relief fund," he said.

"Back in the day, most of the engines were built by the race team," Ratcliff said. "Now you have a handful of major engine builders that supply engines to most all the teams in the garage. How do you hold them accountable? I think it's time for some change on how NASCAR approaches it because times have changed so much."

The penalties against JGR came a week after NASCAR penalized Penske Racing for allegedly using illegal parts in the rear suspension of defending champion Brad Keselowski and Joey Logano's cars.

Keselowski and Logano were docked 25 points apiece, their crew chiefs were fined a total of $200,000 and were suspended along with five other Penske employees for six races. Penske's appeal will be heard next Wednesday, and team owner Roger Penske has maintained they were working in a gray area of the rule book.

The Penske and Gibbs cases aren't similar in that Penske has a difference of opinion about a rule, where the Gibbs group will argue the severity of the fines.

Pemberton stood by his rules are rules defense.

"We feel like we're consistent, but not every violation is exactly the same," Pemberton said. "We do our best and we feel like we do a good job interpreting the rules and levying the penalties they deserve."

Man named in ricin mailing case goes into hiding

SALTILLO, Miss. (AP) ? As investigators searched a Mississippi man's house earlier this week as part of their probe of poisoned letters sent to the president and others , Everett Dutschke answered reporters' questions but remarked, "I don't know how much more of this I can take."

The answer was apparently: Not much more.

On Thursday, Dutschke (pronounced DUHS'-kee), who has not been charged with a crime, had slipped from public view and stopped talking to the news media as investigators searched a home where he'd spent part of Wednesday. The home is about 20 miles away from his primary residence and former business in Tupelo, Miss., which had been searched earlier in connection with the letters that allegedly contained ricin.

Dutschke just needed to get away from all the media attention, a friend told The Associated Press on Thursday. Kirk Kitchens said he and Dutschke stayed at a home for a while Wednesday before slipping out through the woods to rendezvous with someone who drove Dutschke elsewhere.

"I just helped him get out of the spotlight," Kitchens said at his home in nearby Saltillo.

Although Dutschke has apparently gone into hiding, the man's attorney said he is cooperating and the FBI knows how to reach him.

As a plane circled overhead for much of the day, investigators on Thursday looked through the home where Dutschke spent time a day earlier.

Authorities are trying to determine who sent the letters last week to President Barack Obama, Sen. Roger Wicker of Mississippi and earlier to an 80-year-old Mississippi judge named Sadie Holland.

Charges were initially filed against an entertainer who is an Elvis impersonator, but then dropped. Attention then turned to Dutschke, who has ties to the former suspect and the judge and senator.

Dutschke has not been arrested or charged in the letters case. The FBI has said nothing about the building searches or Thursday's developments.

Dutschke's lawyer, Lori Nail Basham, said there is no arrest warrant for her client, who he said continues to cooperate with investigators.

Earlier Thursday, Itawamba County Sheriff Chris Dickinson said agents told him Dutschke had been under surveillance, but authorities weren't sure where he had gone. He said they were satisfied he was not at the Ozark property.

Dutschke did not answer a call to his cellphone Thursday from the AP. He had previously kept in touch with AP reporters.

It was yet another strange turn in the case that began when charges were filed against 45-year-old entertainer Paul Kevin Curtis, whose lawyers now say he was set up for the crime.

Charges against Curtis were dropped Tuesday after authorities said they developed new information. His attorney, Christi McCoy, has said she does not know what new information led the FBI to abandon the charges but that the agency acted in good faith and worked from the information it had at the time.

The focus then turned to Dutschke.

"I don't know how much more of this I can take," Dutschke said Tuesday as investigators combed through his house. His business was searched the next day.

Hal Neilson, another attorney for Curtis, said the defense gave authorities a list of people who may have had a reason to hurt Curtis, and Dutschke's name came up. He said prosecutors "took it and ran with it."

Dutschke and Curtis were acquainted. Curtis said they had talked about possibly publishing a book on an alleged conspiracy to sell body parts on a black market. But he claimed they later had a feud.

Judge Holland is a common link between two men who have been investigated and both know Wicker.

Holland was the presiding judge in a case in which Curtis was accused of assaulting a Tupelo attorney in 2004. Holland sentenced him to six months in the county jail. He served only part of the sentence, according to his brother.

Holland's family has had political skirmishes with Dutschke in the past.

Her son, Steve Holland, a state representative, said he believes his mother's only other encounter with Dutschke was at a rally in the town of Verona in 2007, when Dutschke ran as a Republican against Steve Holland.

Holland said his mother confronted Dutschke after he made a derogatory speech about the Holland family. She demanded that he apologize, which he did.

Steve Holland said he doesn't know if his mother remembers Curtis' assault case.

Sea surface temperatures on the Northeast US Continental Shelf reached the highest recorded in 150 years, says an advisory issued by the?National Oceanic and Atmospheric Administration.

This is according to the National Oceanic and Atmospheric Administration's?Northeast Fisheries Science Center, which issued an advisory today noting that sea surface temperatures in the?Northeast Shelf Large Marine Ecosystem during the second half of 2012 were the highest recorded in 150 years.

According to the advisory, sea surface temperatures in this region, which extends from Cape Hatteras to the Gulf of Maine and outward to the boundary of the continental shelf, increased dramatically to reach a record 57.2 degrees Fahrenheit, beating a previous record high in 1951. The average temperature over the past three decades has been typically lower than 54.3 degrees Fahrenheit.

The temperatures were recorded via satellite and ship-board measurements. Historical measurements, based on ship-board thermometers, date back to 1854. According to NOAA, the warming was the greatest increase on record, and one of only five?instances?when the temperature has changed by more than 1.8 degrees Fahrenheit. These drastic changes have not been noted elsewhere in the ocean basin, although in recent years global sea surface temperatures have been the highest on record.

The warmer ocean temperatures might be good news for beachgoers in the Northeast, but they could also disrupt ecosystems, along with the livelihoods that depend on them. The report notes that?black sea bass, summer flounder, longfin squid, and butterfish have been migrating northeastward. Lobsters are migrating too, but at a slower rate.

The report quotes Michael Fogarty, who heads NOAA's the Ecosystem Assessment Program:

?What these latest findings mean for the Northeast Shelf ecosystem and its marine life is unknown,? Fogarty said. ?What is known is that the ecosystem is changing, and we need to continue monitoring and adapting to these changes.?

The Security Council adopted on Thursday morning in New York a new resolution that will prolong the mandate of the United Nations Mission in the Sahara, known by its French acronym as MINURSO for one more year until April 30, 2014.

As in last year?s resolution, the Security Council renews its call on parties to the conflict, Morocco and the Polisario Front to conduct negotiations, without preconditions and in good faith, taking into account the efforts made since 2006 and subsequent developments, with a view to achieving a just, lasting, and mutually acceptable political solution.

The resolution, which was adopted by consensus, makes no mention of a human rights monitoring mechanism in the Sahara.

Like last year?s resolution 2044 (2012), it stresses in its preliminary paragraphs ?the importance of improving the human rights situation in Western Sahara and the Tindouf camps, and encouraging the parties to work with the international community to develop and implement independent and credible measures to ensure full respect for human rights, bearing in mind their relevant obligations under international law.?

The resolution ?takes note of the Moroccan proposal presented on 11 April 2007 to the Secretary-General and welcomes serious and credible Moroccan efforts to move the process forward towards resolution, whiletaking note of the Polisario Front proposal presented 10 April 2007 to the Secretary-General.?

The new element added in this year?s resolution is the call made by the Council to the parties to ?continue in their respective efforts to enhance the promotion and protection of human rights in Western Sahara and the Tindouf refugee camps.?

The Council also reiterates its ?request for consideration of a refugee registration in the Tindouf refugee camps.?

The resolution calls in its operative paragraph 3 on the parties to ?cooperate fully with the operations of MINURSO, including its free interaction with all interlocutors, and to take the necessary steps to ensure the security of as well as unhindered movement and immediate access for the United Nations and associated personnel in carrying out their mandate, in conformity with existing agreements,? while renewing its call to Morocco and the Polisario to endorse the recommendation in the report of 14 April 2008 (S/2008/251), which states that ?realism and a spirit of compromise by the parties are essential to achieve progress in negotiations?.

It also affirms support for the UN Secretary General?s personal envoy, Christopher Ross towards a solution to the question of Sahara and calls for ?renewed meetings and strengthening of contacts?.

?This resolution is a testimony to the tremendous efforts made over the past two weeks by the Moroccan diplomacy at the highest level,? a Western diplomat told MWN in New York.

However, he added, ?I think Morocco should take the calls of the international community to improve the situation of human rights in the region and across the country more seriously,? he added.

Here is the text of the resolution:

The Security Council,

?????????? Recalling and reaffirming all its previous resolutions on Western Sahara,

?????????? Reaffirming its strong support for the efforts of the Secretary-General and his Personal Envoy to implement resolutions 1754 (2007), 1783 (2007), 1813 (2008), 1871 (2009), 1920 (2010), 1979 (2011), and 2044 (2012),

?????????? Reaffirming its commitment to assist the parties to achieve a just, lasting, and mutually acceptable political solution, which will provide for the self-determination of the people of Western Sahara in the context of arrangements consistent with the principles and purposes of the Charter of the United Nations, and noting the role and responsibilities of the parties in this respect,

?????????? Reiterating its call upon the parties and the neighbouring states to cooperate more fully with the United Nations and with each other and to strengthen their involvement to end the current impasse and to achieve progress towards a political solution,

?????????? Recognizing that achieving a political solution to this long-standing dispute and enhanced cooperation between the Member States of the Maghreb Arab Union would contribute to stability and security in the Sahel region,

?????????? Welcoming the efforts of the Secretary-General to keep all peacekeeping operations, including MINURSO, under close review and reiterating the need for the Council to pursue a rigorous, strategic approach to peacekeeping deployments, and effective management of resources,

?????????? Expressing concern about the violations of existing agreements, and calling on the parties to respect their relevant obligations,

?????????? Taking note of the Moroccan proposal presented on 11 April 2007 to the Secretary-General and welcoming serious and credible Moroccan efforts to move the process forward towards resolution; also taking note of the Polisario Front proposal presented 10 April 2007 to the Secretary-General,

?????????? Encouraging in this context, the parties to demonstrate further political will towards a solution including by expanding upon their discussion of each other?s proposals,

?????????? Taking note of the four rounds of negotiations held under the auspices of the Secretary-General and welcoming the commitment of the parties to continue the negotiations process,

?????????? Encouraging the parties to continue cooperating with the Office of the High Commissioner for Refugees in implementing the January 2012 updated Plan of Action on Confidence Building Measures,

?????????? Stressing the importance of improving the human rights situation in Western Sahara and the Tindouf camps, and encouraging the parties to work with the international community to develop and implement independent and credible measures to ensure full respect for human rights, bearing in mind their relevant obligations under international law,

?????????? Encouraging the parties to continue in their respective efforts to enhance the promotion and protection of human rights in Western Sahara and the Tindouf refugee camps,

Recognizing and welcoming, in this regard, the steps taken by Morocco to strengthen the National Council on Human Rights Commissions operating in Dakhla and Laayoune, and Morocco?s ongoing interaction with Special Procedures of the United Nations Human Rights Council, including those planned for 2013,

?????????? Also welcoming the implementation of the enhanced refugee protection program developed by the Office of the UN High Commissioner for Refugees in coordination with the Polisario Front, which includes refugee and human rights training and awareness initiatives,

?????????? Reiterating its request for consideration of a refugee registration in the Tindouf refugee campsand encouraging efforts in this regard,

?????????? Welcoming the commitment of the parties to continue the process of negotiations through the United Nations-sponsored talks,

?????????? Recognizing that the consolidation of the status quo is not acceptable, and noting further that progress in the negotiations is essential in order to improve the quality of life of the people of Western Sahara in all its aspects,

Affirming support for the Secretary-General?s Personal Envoy for Western Sahara Ambassador Christopher Ross and his work in facilitating negotiations between the parties, and, welcoming to that effect his recent initiatives and ongoing consultations with the parties and neighbouring states,

?????????? Affirming support for the Special Representative of the Secretary-General for Western Sahara and Head of MINURSO Wolfgang Weisbrod-Weber,

?????????? Having considered the report of the Secretary-General of 8 April 2013 (S/2013/220),

?????????? 1.??????? Decides to extend the mandate of MINURSO until 30 April 2014;

?????????? 2.??????? Reaffirms the need for full respect of the military agreements reached with the United Nations Mission for the Referendum in Western Sahara (MINURSO) with regard to the ceasefire and calls on the parties to adhere fully to those agreements;

?????????? 3.??????? Calls upon all parties to cooperate fully with the operations of MINURSO, including its free interaction with all interlocutors, and to take the necessary steps to ensure the security of as well as unhindered movement and immediate access for the United Nations and associated personnel in carrying out their mandate, in conformity with existing agreements;

Welcomes the parties? commitment to continue the process of preparation for a fifth round of negotiations, and recalls its endorsement of the recommendation in the report of 14 April 2008 (S/2008/251) that realism and a spirit of compromise by the parties are essential to achieve progress in negotiations;

Calls upon the parties to continue to show political will and work in an atmosphere propitious for dialogue in order to enter into a more intensive and substantive phase of negotiations, thus ensuring implementation of resolutions 1754 (2007), 1783 (2007), 1813 (2008), 1871 (2009), 1920 (2010), 1979 (2011), and 2044 (2012), and the success of negotiations;

?????????? 6.??????? Affirms its strong support for the commitment of the Secretary-General and his Personal Envoy towards a solution to the question of Western Sahara in this context and calls for renewed meetings and strengthening of contacts;

Calls upon the parties to continue negotiations under the auspices of the Secretary-General without preconditions and in good faith, taking into account the efforts made since 2006 and subsequent developments, with a view to achieving a just, lasting, and mutually acceptable political solution, which will provide for the self-determination of the people of Western Sahara in the context of arrangements consistent with the principles and purposes of the Charter of the United Nations, and noting the role and responsibilities of the parties in this respect;

Requests the Secretary-General to brief the Security Council on a regular basis, and at least twice a year, on the status and progress of these negotiations under his auspices, on the implementation of this resolution, challenges to MINURSO?s operations and steps taken to address them, and expresses its intention to meet to receive and discuss his briefings and in this regard, further requests the Secretary-General to provide a report on the situation in Western Sahara well before the end of the mandate period;

Welcomes the commitment of the parties and the neighbouring states to hold periodic meetings with the Office of the United Nations High Commissioner for Refugees to review and, where possible, expand confidence-building measures, and in this regard, supports the Secretary-General?s request for additional six UN police officers to implement the expanded family visit program;

?????????? 11.????? Urges Member States to provide voluntary contributions to fund confidence-building measures that allow for visits between separated family members, as well as for other confidence-building measures agreed upon between parties;

?????????? 12.????? Requests the Secretary-General to continue to take the necessary measures to ensure full compliance in MINURSO with the United Nations zero-tolerance policy on sexual exploitation and abuse and to keep the Council informed, and urges troop-contributing countries to take appropriate preventive action including pre-deployment awareness training, and other action to ensure full accountability in cases of such conduct involving their personnel;

Charming enough to satisfy even the trenchant-commentary crowd.

The plot thickens, but the mood grows lighter.

Unexpectedly, and blithely, amusing.

The film itself vaporizes before your eyes, but it's likable. Given its unstable mishmash of thuggery and whimsy, that's something of an achievement.

Like the spirit it celebrates, "The Angel's Share" is a neat little jolt of pleasure - and guaranteed to leave you feeling just a mite warmer.

While a few farcical moments fizzle, it's mostly charming.

The usual Loachian elements are all in place, but there is a gentle spirit at work here as well, and not just the alcoholic spirits around which the plot revolves.

The Angels' Share is a stellar bit of activist cinema with a light touch.

Sweet-natured and high-spirited, it's a fanciful fable with a wee dash of magical realism.

This is one of the most likable movies so far this year.

Although the English director Ken Loach has been making socially conscious movies for close to 50 years, this shaggy comedy unfolds like the work of a young man on a lark.

With The Angels' Share, Ken Loach expertly combines a handful of genres which congeal into an often funny, always charming affair that serves as a salute to whisky to boot.

Loach films have been funny while making their point before (see "Riff Raff"), but this one is imbued with a little bit of magic...Those offended by four letter words should be warned that even the voice of God slings a heavy dose of them here.

Ken Loach comedy about young Glaswegian reprobates fighting for a second chance has charm aplenty, but suffers from occasional portions of cheese and a hard-to-swallow premise (whisky-tasting as gateway to a better life).

I'm not suggesting The Angels' Share is a chock full of bellylaughs, but it's the first Loach film in some time that lacks the sensation of having a plastic grocery bag pulled over one's face.

Yahoo snags exclusive rights to Saturday Night Live's archives starting September 1st

Yahoo may have failed in its bid to acquire Hulu last year, but CEO Marissa Mayer announced it's snagged rights to show something the streaming site has been known for: Saturday Night Live. The deal with Broadway Video will give Yahoo exclusive online access to archived SNL content from 1975 through 2013 including show clips, "select" musical performances, behind the scenes and dress rehearsal clips. Yahoo will also have non-exclusive access to show current season Saturday Night Live clips in the US and a license to distribute library show clips internationally. Beginning September 1st, those archived clips will be pulled from other internet video platforms (presumably Hulu and Netflix -- update, see below) for one year. The press release (included after the break) indicates Broadway and Yahoo will celebrate the partnership at Yahoo!'s Digital Content NewFront event on the 29th. We'll see if there's more to learn about Yahoo's ever-evolving media strategy then.

Update: The devil is in the details, and it appears that while Yahoo does have exclusive access to the SNL "clips" archive, that is not the same as full episodes. While that may seem arbitrary to the layman, what it means in effect is that later this year you'll still be able to stream full episodes of SNL on other online services -- just not clips.

FreedomPop announces $40 hotspot with access to Sprint's 3G network

DNP  FreedomPop announces new hotspot with access to Sprint's 3G network

FreedomPop, the famously "free" data-only internet provider, promised an upgrade from WiMAX to Sprint's LTE by the end of 2013, and while the company may have missed that mark, it is now offering access to the carrier's 3G network. A new $40 Overdrive Pro MiFi hotspot, available today, will connect to Sprint's 3G in addition to 4G courtesy of Clearwire's WiMAX network. Users will get 500MB of 3G/4G coverage for free each month, and can choose a monthly 2GB plan for $20.

FreedomPop says it will release several devices running on Sprint's LTE spectrum later this year, in line with the carrier's build-out. Even the addition of Sprint's 3G is a big step up, though, as FreedomPop's own network doesn't exactly blanket the US. If you already own one of the company's hotspots but want to upgrade to this one, you'll be able to swap yours via customer service. Check out the full press info past the break.

Job Duties and Qualifications of a Cognitive PsychologistThe brain is the body?s ultimate control center. It is the most important and the most complex organ in the body. Among other things, the brain is responsible for storing and processing information. A cognitive psychologist specializes in studying the brain and how the human brain learns, processes and recognizes information.

The term ?cognitive psychology? was coined by Ulric Neisser in 1967. ?Cognition? is defined as ?all processes by which the sensory input is transformed, reduced, elaborated, stored, recovered, and used. It is concerned with these processes even when they operate in the absence of relevant stimulation, as in images and hallucinations ? cognition is involved in everything a human being might possibly do? (1). Some of the most notable cognitive psychologists include Aaron Beck, Eric Lenneberg and Charles Sanders Peirce.

The most common areas in which cognitive psychologists practice are abnormal psychology (such as the study of depression, anxiety and other mental illnesses), social psychology (studying the way in which humans interact), developmental psychology, educational psychology and personality psychology.

Most cognitive psychologists have a specialty, such as attention, memory, problem-solving, language processing or information processing. They can work with patients with any variety of mental illness, those who may have suffered trauma, or any number of brain disorders. They also can work with patients on a long-term basis, such as those dealing with dementia, or on a short-term basis, such as helping a child with a learning disability learn how to cope with their schoolwork and process the information they receive in school.

Cognitive psychologists work in schools and universities, research facilities, prisons, treatment or rehabilitation centers, government agencies, hospitals or in a private practice setting.

Treating patients is not the cognitive psychologist?s only job. Most cognitive psychologists also teach at the graduate and undergraduate level. They may be professors or academic advisors or they may work with groups of students who are doing research projects.

In addition to teaching, many cognitive psychologists also focus on research. Research is important in the field of cognitive psychology. Many cognitive psychologists are required to participate in research projects and publish their findings in peer-reviewed journals. It is important for cognitive psychologists to pursue their own research in areas that interest them, as well as to research specific projects dictated by employers and universities.

Becoming a cognitive psychologist takes time, dedication and a desire to explore the human brain in all its glory. The education begins with getting a Bachelor of Arts (BA) in psychology. Although a Master of Arts (MA) in psychology can lead to work, many cognitive psychologists are required to have a Ph.D (a doctor of philosophy) in psychology or a Psy.D (a doctor of psychology). They must also be trained in the areas of neuroscience, cognitive learning and conducting.

Following a Ph.D or Psy.D program, cognitive psychologists generally work at internships and at entry-level jobs in order to gain experience and get the hours needed to qualify for the examination for professional practice in psychology that will provide them with their license. Any psychologist wishing to practice in a private setting must pass this test after completing 3,000 hours (approximately two years) of supervised practice. Once certified to practice in a clinical setting, cognitive psychologists are required to take continuing education credits to maintain their license.

Cause of LED efficiency droop finally revealed

Apr. 23, 2013 ? Researchers at University of California, Santa Barbara, in collaboration with colleagues at the ?cole Polytechnique in France, have conclusively identified Auger recombination as the mechanism that causes light emitting diodes (LEDs) to be less efficient at high drive currents.

Until now, scientists had only theorized the cause behind the phenomenon known as LED "droop" -- a mysterious drop in the light produced when a higher current is applied. The cost per lumen of LEDs has held the technology back as a viable replacement for incandescent bulbs for all-purpose commercial and residential lighting.

This could all change now that the cause of LED efficiency droop has been explained, according to researchers James Speck and Claude Weisbuch of the Center for Energy Efficient Materials at UCSB, an Energy Frontier Research Center sponsored by the U.S. Department of Energy.

Knowledge gained from this study is expected to result in new ways to design LEDs that will have significantly higher light emission efficiencies. LEDs have enormous potential for providing long-lived high quality efficient sources of lighting for residential and commercial applications. The U.S. Department of Energy recently estimated that the widespread replacement of incandescent and fluorescent lights by LEDs in the U.S. could save electricity equal to the total output of fifty 1GW power plants.

"Rising to this potential has been contingent upon solving the puzzle of LED efficiency droop," commented Speck, professor of Materials and the Seoul Optodevice Chair in Solid State Lighting at UCSB. "These findings will enable us to design LEDs that minimize the non-radiative recombination and produce higher light output."

"This was a very complex experiment -- one that illustrates the benefits of teamwork through both an international collaboration and a DOE Energy Frontier Research Center," commented Weisbuch, distinguished professor of Materials at UCSB. Weisbuch, who is also a faculty member at the ?cole Polytechnique in Paris, enlisted the support of his colleagues Lucio Martinelli and Jacques Peretti. UCSB graduate student Justin Iveland was a key member of the team working both at UCSB and ?cole Polytechnique.

In 2011, UCSB professor Chris van de Walle and colleagues theorized that a complex non-radiative process known as Auger recombination was behind nitride semiconductor LED droop, whereby injected electrons lose energy to heat by collisions with other electrons rather than emitting light.

A definitive measurement of Auger recombination in LEDs has now been accomplished by Speck, Weisbuch, and their research team.

The experiment used an LED with a specially prepared surface that permitted the researchers to directly measure the energy spectrum of electrons emitted from the LED. The results unambiguously showed a signature of energetic electrons produced by the Auger process.

The results of their work are to be published in the journal Physical Review Letters.

This work was funded by the UCSB Center for Energy Efficient Materials, an Energy Frontier Research Center of the US Department of Energy, Office of Science. Additional support for the work at ?cole Polytechnique was provided by the French government.
